The above functions are carried out by five distinct and inter-related Functional Units in the Office of the Speaker.
Functions of the Speaker

The Speaker is the chairperson of the council
The Speaker is the highest officer who promotes and protects democracy through facilitation of robust debates and arrival at sufficient consensus
It is the Speaker`s role to ensure effective functioning of the council
Supervise council proceedings
Must ensure compliance in the council and committees with the code of conduct
Must ensure that the council meetings are conducted in accordance with the rules and orders of the council
Determine the date, time and venue of ordinary and special meetings
